Forces and events beyond U.S.\u00a0shores get a vote, and they might test a Biden administration early and gravely.<\/p>\n<p>Russia is ramshackle and declining: In a 2019\u00a0<a title=\"www.forbes.com\" href=\"https:\/\/www.forbes.com\/sites\/jamesrodgerseurope\/2019\/12\/01\/more-than-half-of-young-russians-would-like-to-emigrate-survey-finds\/#224d4fcf538e\">survey<\/a>, 53 percent of Russians ages 18 to 24 said they wanted to emigrate. Nevertheless, Russia is revising the map of Europe by dismembering its\u00a0<a title=\"www.washingtonpost.com\" href=\"https:\/\/www.washingtonpost.com\/news\/monkey-cage\/wp\/2014\/08\/15\/two-important-facts-about-ukraine\/?itid=lk_inline_manual_3\">geographically largest nation<\/a>, Ukraine.<\/p>\n<p style=\"text-align: center;\">\u2026<\/p>\n<p>Retired Lt. Gen. H.R. McMaster, who for\u00a0<a title=\"en.wikipedia.org\" href=\"https:\/\/en.wikipedia.org\/wiki\/H._R._McMaster\">13 months<\/a>\u00a0was Trump\u2019s national security adviser,\u00a0<a title=\"www.foreignaffairs.com\" href=\"https:\/\/www.foreignaffairs.com\/articles\/united-states\/2020-06-01\/retrenchment-syndrome\">worries<\/a>\u00a0that \u201cthe overoptimism that animated U.S. foreign policy in the 1990s\u201d produced disappointment that has become a \u201cretrenchment syndrome\u201d and recapitulates the \u201ccome home, America\u201d impulse during the nation\u2019s Vietnam agony.<\/p>\n<p style=\"text-align: center;\">\u2026<\/p>\n<p>Robert D. Kaplan of Eurasia Group\u00a0<a title=\"nationalinterest.org\" href=\"https:\/\/nationalinterest.org\/feature\/america-must-prepare-coming-chinese-empire-63102?page=0%2C1\">observes<\/a>: \u201cUndeniably, our post-Cold War presidents have been dramatically inferior to our Cold War presidents\u201d \u2014 Harry Truman through George H.W.\u00a0Bush \u2014 \u201cin terms of thinking strategically about foreign affairs.\u201d Today, during hysterias incubated on campuses, Kaplan warns:<\/p>\n<p>\u201cOne should never forget these lines from Solzhenitsyn: \u2018Idolized children despise their parents, and when they get a bit older they bully their countrymen.\u2019 . . . Chinese are educated in national pride; increasingly the opposite of what goes on in our own schools and universities.\u201d<\/p>\n<p>A nation that nurtures elites that are at best ambivalent about their nation will not have sufficient confidence to inspire, or deserve, the confidence of other nations. Victoria Nuland, former assistant secretary of state for European and Eurasian affairs, <a title=\"www.foreignaffairs.com\" href=\"https:\/\/www.foreignaffairs.com\/articles\/russian-federation\/2020-06-09\/pinning-down-putin\">recalls<\/a> George Kennan\u2019s 1946 \u201cLong Telegram,\u201d in which he said that in opposing the then-emerging Soviet threat \u201cmuch depends on [the] health and vigor of our own society.\u201d\n<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>George Will, Washington Post: The novel\u00a0coronavirus\u00a0has reminded Americans of something that a mature people should not need to be reminded of: Governments do not get to pick their priorities and preoccupations.
