Tom Wolf renewed another disaster declaration \u2014\u00a0<a href=\"https:\/\/www.governor.pa.gov\/newsroom\/gov-wolf-signs-11th-renewal-of-opioid-disaster-declaration-to-continue-work-to-aid-in-opioid-epidemic\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-link-type=\"article-body\">the one over the opioid epidemic<\/a>. First issued in January 2018, the 11th renewal of the 90-day disaster declaration allows the state to loosen regulations, such as allowing first responders to leave naloxone behind on the scene of overdoses.<\/p>\n<p>Sadly, the disaster declaration is as relevant now as it was when it was first signed.<\/p>\n<p style=\"text-align: center;\">\u2026<\/p>\n<p><a href=\"https:\/\/public.tableau.com\/profile\/pdph#!\/vizhome\/SummaryPage_0\/SummaryPage\" target=\"_blank\" rel=\"noopener noreferrer\" data-link-type=\"article-body\">Emergency department visits in Philadelphia due to overdose<\/a>\u00a0have been significantly higher since March compared with the same period last year.<\/p>\n<p>The increase in overdoses\u00a0<a href=\"https:\/\/www.npr.org\/sections\/coronavirus-live-updates\/2020\/08\/13\/901627189\/u-s-sees-deadly-drug-overdose-spike-during-pandemic\" target=\"_blank\" rel=\"noopener noreferrer\" data-link-type=\"article-body\">matches reports from all over the U.S. about spikes in overdoses<\/a>\u00a0since stay-at-home orders have been enacted.<\/p>\n<p>Contributing factors include a growing sense of despair due to loss and economic recession and social distancing\u2019s impact on outreach and recovery programs.<\/p><\/blockquote>\n<p><a href=\"https:\/\/www.npr.org\/sections\/coronavirus-live-updates\/2020\/08\/13\/901627189\/u-s-sees-deadly-drug-overdose-spike-during-pandemic\" target=\"_blank\" rel=\"noopener noreferrer\">US National Public Radio<\/a>:<\/p>\n<blockquote><p>Overdose deaths rose 5% last year,\u00a0<a href=\"https:\/\/www.cdc.gov\/nchs\/nvss\/vsrr\/drug-overdose-data.htm\" target=\"_blank\" rel=\"noopener noreferrer\">according to the Centers for Disease Control and Prevention<\/a>, killing roughly 72,000 Americans.<\/p>\n<p style=\"text-align: center;\">\u2026<\/p>\n<p>Giroir noted that COVID-19 and the addiction crisis are hitting people of color especially hard, often in communities that lack access to affordable health care and addiction treatment.<\/p>\n<p>&#8222;The manifestations of our historic disparities are really just in everyone&#8217;s face right now,&#8220; he said.<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>Philadelphia Inquirer: In the midst of a state of disaster due to COVID-19, on Wednesday, Gov.
